Yes — mandatory. All food manufacturers and packers with State or Central license must file Annual Return (Form D1) on FoSCoS portal by 31st May every year. The return covers all products manufactured/packed during the financial year and their quantities. Penalty for non-filing: up to ₹1 lakh. We file Annual Return for ₹999.
State License: For manufacturers with turnover ₹12 lakh – ₹20 crore operating within one state. Central License: For manufacturers with turnover above ₹20 crore, those operating across multiple states, or those exporting food products. Central License also covers certain high-risk food categories that require central oversight regardless of turnover.
